What is the Lead Service Line Replacement Program?
Pursuant to New Jersey State Law P.L.2021, Ch. 183 (the Lead Service Line Replacement Act), the Brigantine Water Department must identify and replace all lead present in the Public Water System over a period of 10 years, beginning from the enactment of the Lead Service Line Replacement Act (2021).
This replacement program is proposed to occur in seven (7) phases. An additional two (2) phases will be part of a separate, random sampling program that employs New Jersey Department of Environmental Protection (NJDEP) and U.S. Environmental Protection Agency (EPA) guidance on predictive modeling. Each phase will consist of the identification of service line materials on both the Utility-side and Customer-side of the service line and subsequent replacement of any lead or galvanized piping and accessories, including Customer-side service lines up to the meter.

How are the Phases Separated in the Program?
These construction phases were developed with a view to efficiently prioritize the replacement process, taking into consideration variables such as age of the service lines, sensitive populations, paving schedule of roads, coordination of road usage and traffic patterns, as well as scheduling with Municipal, County, and State authorities.

Who is Paying for This?
Brigantine Water plans to perform physical investigations to determine service line materials and will be paying for this investigation effort. Should the municipal side of the service be found to be lead or galvanized, the cost to replace this portion of the line will be paid for by Brigantine Water. Should the customer side of the service line be found to be lead or galvanized, the cost to replace this portion of the line would be the customer’s responsibility.
